03 Public Sector Numbers
0300 and 0303 Numbers for Public Bodies and Charities
The 030 range of telephone numbers have been allocated for public sector bodies and not-for-profit bodies such as registered charities.
The 0300 and 0303 number ranges can be used by government bodies e.g. those with web site addresses ending with '.gov.uk', health authorities e.g. those with web addresses ending in '.nhs.uk', general practitioners and urgent care providers, educational institutions such as schools and universities, and registered charities.
Utility companies that are not public sector such as private companies operating in the water, energy, transport and postal sectors do not qualify for the 030 numbers and should consider the 033 number range.

Public Perception
With public disquiet about the use of revenue generating numbers such as 0844, 0845, 0870 and 0871, the use of the 030 number range is being offered to alleviate those concerns. 03 numbers are non-geographic maintaining a national presence but are charged at the local call rate.
Use of an 03 number will be perceived by callers as being fair - particularly pertinent where callers may be held in a queue and will be unhappy about incurring the charges accrued by dialing an 08 number.
With a ban on the use of 084 numbers by Medical Practices and other parts of the NHS being considered by Government Ministers (BBC Article), an 030 number will be increasingly be the number of choice for health concerns and other public bodies.
